Small businessmen sore over mandatory CLU certification

Businessmen on Tuesday protested outside the Janta Nagar electricity board office against the government’s decision to make it mandatory for businesses to obtain a change of land use (CLU) certificate before commencing any commercial or industrial activity on mixed land use and residential areas for power connection.

Municipal corporations will issue the CLU certificate, which has to be submitted to the Punjab state power corporation limited (PSPCL).

Jaswinder Singh Thukral, President of Janta Nagar small scale industrialists association, said,”This is yet another move to harass industrialists. Earlier, the government had announced that new power connections can be taken in mixed land use areas. A month later, this decision was reversed for reasons best known to Punjab state power corporation limited .”

The new rule is applicable across the state and only for new connections and not for existing ones.

Sources revealed that move might help curb the rising number of industries in residential area.

N K Sharma, the Chief Engineer of Punjab state power corporation limited said,”The CLU is a simple no objection certificate from the municipal corporation. We have to abide by the instructions which we have received from the head office.” Meanwhile, more than 500 applications are still pending with the Punjab state power corporation limited .
