Six MLAs belonging to opposition Indian National Lok Dal (INLD) were suspended today from the Haryana Assembly by Speaker Dr Raghubir Singh Kadian,when they disrupted the House proceedings during the discussion on the Governors address.
The members created a ruckus in the Haryana Vidhan Sabha and disallowed any proceeding to take place for almost 20 minutes.
INLD leader in the House,Om Prakash Chautala,was not present at the time of the incident. Chautala was reportedly busy in NDAs Jan Akrosh Rally in the city today,and did not attend the entire days proceedings in the House.
Earlier in the day,the INLD members had abstained from the proceedings of the House at its commencement. They came to the House only after the discussion on the Governors address resumed. Showing scant regard for floor co-ordination with their alliance partners,the BJP members did not support the vociferous INLD legislators.
As soon as the Speaker called Congress member Tejinder Pal Mann to speak,Dr Sushil Kumar Indora of INLD disrupted him,as he wanted to speak. When the Speaker disallowed Indora to speak,he was joined first by INLD legislator Dr Sitaram and then by the rest of the members.
The Speaker pointed out that together,Sushil Indora and Rampal Chidana of INLD had spoken for a total of 73 minutes day before yesterday,and other members too needed time to speak. But this had no effect on the slogan-shouting INLD members,who continued their protest.
Despite repeated requests by the Speaker,the INLD members refused to calm down. They continued to defy the chair. Parliamentary Affairs Minister Randeep Surjewala then moved a motion for suspension of six members – Dr Sita Ram,Sushil Indora,Shahida Khan,Rampal Chidana,Gian Chand and Balwant Singh Sadhoura,for the rest of days sitting.
Surjewala in his motion proposed that the INLD members be suspended for their misconduct,grossly disorderly and most irresponsible behaviour unbecoming of a member.
After the six INLD members had been escorted out of the house following their suspension,the lone woman member of the party Rekha Rana continued the protest on behalf of her party. The Speaker asked Rana to speak on behalf of her party,but she walked out.
Later,Haryana Finance Minister Birender Singh suggested the Chair that a House Committee should be constituted to find a different methodology to deal with such unruly behaviour by members.
Talking to The Indian Express,Randeep Singh Surjewala said there was no issue for the INLD legislators to protest except to grab media headlines. The INLD leaders had already been given enough time to speak earlier. They just wanted to foment trouble in the House today to be able to make some news,bereft as they were of any constructive idea like always.
The Haryana Vidhan Sabha today passed a resolution of condemnation against the INLD members for their unruly behaviour in the Haryana Vidhan Sabha today during discussion on the Governors Address. The resolution was moved by Haryana Parliamentary Affairs Minister Randeep Singh Surjewala and seconded by Tejinder Pal Mann.
