Senior IAS officer P C Kapoor — a principal secretary-rank officer — who was shifted from the public works department (PWD) to irrigation and public health (IPH) early this month, has proceeded on leave. Three others — R.N.Batta,Purnima Chauhan and Arun Sharma — on the other hand, have gone for a 53-day training at the IAS Academy in Mussorie.

While the government has give the charge of PWD to Ajay Mittal, the chief minister’s principal secretary, during Kapoor’s absence, principal secretary (Transport) T G Negi will hold the charge of IPH.

IAS Subashish Panda will hold the charge of director rural development in place of R N Batta, while IAS officer Rajnish has been given the charge of urban development, town and country planning in place of Purnima Chauhan.

However, the decision of P C Kapoor to go on leave has created a new problem for the government, which is already facing shortage of officers. This is leading to IFS and IPS officers being posted on administrative posts.
