‘Hired senior advocates to protect interests of Himachal, will continue to do so’: Sukhu

Speaking during the Question Hour, Sukhu informed the House that the state government will continue to hire the senior advocates on the basis of their expertise to protect the interests of the state.

Chief Minister Sukhvinder Singh Sukhu Tuesday defended the hiring of senior advocates, including Abhishek Manu Singhvi and Kapil Sibal, to present legal matters related to Himachal Pradesh in the high court as well as the Supreme Court.

Speaking during the Question Hour, Sukhu informed the House that the state government will continue to hire the senior advocates on the basis of their expertise to protect the interests of the state.

Tabling an answer to the question of BJP MLA Vipin Singh Parmar about the appointment of government advocates through the office of Advocate General of Himachal Pradesh, Sukhu said, “There are many issues, including some related to constitutional matters and economic matters where we have to take the services of eminent and senior-most advocates. Shanan Power project is one such matter pending in the apex court. Last year, we won legal matter pertaining to the Hotel Wildflower Hall near Mashobra in Shimla in the apex court where services of senior-most lawyers were taken.”

As Sukhu informed the House that the answer was tabled, Leader of Opposition (LoP) Jai Ram Thakur pointed out that the tabled information was not complete. “Senior advocates like Kapil Sibal and Abhishek Manu Singhvi were hired to defend the state government, former Chief Parliamentary Secretaries in the Supreme Court, who were declared disqualified by the Himachal Pradesh High Court,” Thakur said.

In the written reply to the BJP MLA’s question, Sukhu said that the government has indeed appointed multiple law officers to strengthen its legal representation before the apex court. The government currently has 73 law officers working alongside the Advocate General, a constitutional post.

According to the details tabled in the House, these appointments include 21 Additional Advocates General; 13 Deputy Advocates General (tenure-based); 42 law officers; two Senior Additional Advocates General; 17 Additional Advocates General; 20 Deputy Advocates General; and three Assistant Advocates General.

As per the information tabled in the House, the Advocate General was given Rs 2.50 crore honorarium between January 2023 and December 2024; Additional Advocate General (on the basis of its tenure) was given Rs 3.54 crore honorarium; and Deputy Advocate General (on the basis of tenure) was given honorarium of Rs 2.82 crore between January 2023 and December 2024.
