Row over Bihar officer’s posting in Haryana; opp raises questions

“In major state-level appointments, the BJP government has consistently preferred candidates from other states over local youth. Not only government jobs, but even state contracts are being awarded to outsiders. The latest instance is the deputation appointment of a tehsildar from another state,” said Hooda and asked whether Haryana’s youth lack the qualifications to serve as tehsildars, lecturers or in other such posts.

“Are there no competent contractors within Haryana capable of executing government work? Why, time and again, is preference being given to outsiders for such posts?” he asked.

INLD leader Abhay Singh Chautala said, “The BJP has openly robbed the rights of the youth of Haryana as outsiders are being appointed to lucrative positions.” He added that this is not the first time the BJP government has brought in individuals from other states on deputation.

In response, Haryana BJP spokesperson Sanjay Sharma advised the opposition not to politicise routine administrative matters. “The opposition should not look for political angle in the administrative affairs,” he said.

While Rinku Yadav was unavailable for comment, a senior Haryana government officer clarified that the deputation was well within administrative norms. “In rules, there is no bar on posting an official on deputation from one state to another. There is no need of even relaxation in rules. Such deputations keep taking place in finance and excise departments. But normally such deputations take place in case of senior officers appointed through the UPSC,” the officer stated.

He added that deputation for junior posts is generally rare, but can occur due to personal or family-related reasons. “For junior posts, it usually happens when one spouse is posted as a senior officer in another state. Later on, his spouse, normally working as a teacher, is posted in the same state where her husband is posted. In some cases, the officials are posted on deputation keeping in view unique family circumstances too, like education of the children or illness of a close family member,” the officer added.

He said that there is also a shortage of revenue officers in Haryana. “At present, only 58 tehsildars and 156 naib tehsildars are posted across the state’s tehsils to manage various land-related transactions. However, the sanctioned strength is significantly higher — 96 for tehsildars and 219 for naib tehsildars,” he added.
Meanwhile, sources claimed that Rinku Yadav originally hailed from a village in Haryana’s Mahendragarh, though he was selected as a civil servant in Bihar through the Bihar Public Service Commission a few years ago.
