Issuing a notice to Haryana government, the Punjab and Haryana High Court on Thursday stayed the recruitment process of postgraduate teachers (PGTs) conducted by the Haryana Public Service Commission (HPSC). The applications for the post of PGT were invited through an advertisement dated November 19, 2022.
The order was passed by a bench of Justice Harnaresh Singh Gill while hearing a bunch of petitions filed by Poonam Kumari and others.
Advocate Ravinder Singh Dhull, counsel for the petitioners, contended that as per the advertisement dated August 26, 2019, the petitioners had applied for the post of PGT in the respective subjects and categories. The advertisement was withdrawn vide notice dated March 30, 2022. As per the notice, relaxation in respect of age and fee was to be given to the applicants, who had earlier applied for the posts of TGT (Trained Graduate Teacher) and PGT.
It was told to the high court by the petitioners’ counsel that the posts were re-advertised vide advertisement No.32/2022 dated November 19, 2022, by HPSC (the respondent). It was added that the last date for submission of online forms was extended to December 25, 2022. The criterion for conducting the examination was also changed from the one mentioned in the earlier advertisement. Dhull added that the last date for submission of online application forms was further extended to January 1, 2023.
The counsel said that the announcement made on December 13, 2022, laying down the pattern and scheme for the recruitment/examination was withdrawn and subsequently a new scheme/pattern of the examination was announced. Still further, the respondent (HPSC) partially modified the scheme/pattern of the examination stipulated vide announcement dated March 20, 2023. Again on April 6, 2023, complete scheme/pattern of the examination modified vide announcement dated March 29 was published.
