Deputy commissioner Dr Garima Mittal on Wednesday served showcause notice to three panches of Raipur Rani block for allegedly submitting false affidavits for contesting the panchayat elections.
The Haryana Panchayati Raj (Amendment) Act, 2015, had made it mandatory for candidates to have a functional toilet at home for contesting the panchayat elections, which were held in January this year.
However, a preliminary inquiry by the block development panchayat officer found that the three panches – Prithvi Singh, Rajkumar and Karnail Singh – did not have a functional toilet in their homes. “The three panches had allegedly submitted false affidavits of having a functional toilet in their houses, which serves as a valid case of disqualification of their candidature. A showcause notice has been served to all three and they have been asked to submit their reply within 10 days of receipt of the notice,” said Dr Mittal.
If the three panches do not submit the reply or if their reply is not considered sufficient by the department, then necessary action for their disqualification can be started and they can be removed from their post.

Apart from having functional toilet at home, the Haryana government had made it mandatory for candidates to have a minimum educational qualification to contest elections and affidavits to prove that the candidate had no pending dues of any primary agriculture co-operative society or co-operative bank or electricity bills. Failure to adhere to any of these norms would lead to disqualification of the candidate.
