The Economic Survey report of the government tabled in the state Assembly on Tuesday, while expressing concern over mounting debt, high revenue deficit and ‘negligible’ growth in the secondary sector in the last decade, also highlights the declining trend in employment in 2009.
“The number of job-seekers —both educated and uneducated —on the live registers of employment exchanges as on March 31,2009,were 4.08 lakh. Of these,3.18 lakh are educated.
As on June 30,2009,it was 3.92 lakh,of which 3.04 lakh were educated. Of the educated ones,20.7 per cent had technical qualifications,” the report states.
It also cautions that these figures could be indicative.
“These unemployment figures do not mirror the unemployment situation in Punjab as these pertain to only those persons who have registered themselves with the employment exchanges for assistance to find employment,” it states.
Though the state government provides unemployment allowance to educated persons, the survey puts the figure of persons who received such an allowance during April to December,2009,at 1,907.
This number was 2,104 in 2008-09.
The year 2009,it adds, saw considerable decrease in employment in the private sector owing to recession and computerisation.
A majority 60.8 per cent of the total 6.6 lakh employees in the organised sector are in government jobs.
The grim job scene in the private sector also being a reflection on another cause of concern for the state’s economy — predominance of agriculture sector and stagnant growth of secondary and services sectors of the state.
