The Punjab and Haryana High Court on Monday issued notices to the Home Secretary,Chandigarh Administration as well as the Inspector General (IG) of Police on a petition filed by a local woman,a resident of Sector 39.

Notices have also been issued to Sub Inspector Paramjit Kaur and a local businessman accused of harassing the woman.

The petitioner has stated that the High Court had issued an order on April 16 directing the Chandigarh Police to ensure that life and liberty of the petitioner is not put to risk and threat at the hands of the accused.

However,Chandigarh Police provided her security only for a few hours on each day during day time, thereby facilitating an incident at her residence.

Referring to the said incident, the petitioner stated that on April 25,at about 1.30 pm,on some oral complaint by some person, the officials of Engineering Department of Chandigarh conducted a raid and found a “magnet” lying on the electric meter of her house, and registered the case of “theft of electricity” against the mother of the petitioner.

In such circumstances, for avoiding an FIR to be registered against them, the petitioner’s mother had to pay an amount of 1.33 lakh by way of penalty etc to the Engineering Department.

The petitioner has expressed apprehension in the petition that unless the Chandigarh Police provides full security to the petitioner and her mother, there is every apprehension that similar false incidents may be created against them by the accused, against whom,at the instance of the petitioner,an FIR under Section 384 (extortion) and Section 506 IPC (criminal intimidation) has already been registered at Police Station,Sector 39,Chandigarh.

The accused have allegedly repeatedly been issuing threats to the petitioner and through SMS messages and have allegedly been otherwise intimidating her in various ways.
