Mohali MLA hails decision after Punjab govt slashed stamp duty from 8% to 1% for buyers till Jan 31

Highlighting that the Punjab government has provided a major relief to the people, Mohali MLA Kulwant Singh on Thursday hailed the decision of reducing stamp duty from 8 per cent to just 1 per cent for buyers till January 31.

“There was no fee on the first registration earlier, but second, third and subsequent registrations were attracting stamp duty of 8 per cent. This made property registration extremely difficult for common people,” the MLA said in a press conference.

Kulwant Singh said that around 25 cooperative societies exist in Mohali, comprising 5,000 to 7,000 houses, with nearly 30,000 to 35,000 families residing in them. He clarified that the 1 per cent stamp duty scheme will remain valid till January 31.

“From February 1 to February 28, 2026, stamp duty will be 2 per cent, and from March 1 to March 31, 2026, it will be 3 per cent. After March 31, 2026, full stamp duty as per rules will be applicable.”

He further said that anyone who purchases stamp papers before January 31 will be allowed to complete registration later at the 1 per cent rate.

In addition, full exemption has been granted from SIC, PIDB and SIDF charges, while the registration fee will remain 1 per cent as per rules.

Assurance on NOC and registration

Kulwant Singh assured that if any cooperative society delays issuing a no objection certificate (NOC), the government will appoint special registrars after three to four months and complete the registration process at its own level. “No inconvenience will be caused to the people,” he stressed.

The MLA also said the rainwater pipeline connecting Sector 3B2 to Phase 7 and Sector 70–71 to Phase 9 with the N choe was neither executed by the Mayor nor the Deputy Mayor.

“Residents approached me with their problem, and I immediately directed the concerned officers to prepare the case and start work. The people of Mohali know very well who got the work done. As elected representatives, our priority is to resolve people’s problems without discrimination. Taking credit is not important, what matters is delivering results”

Responding to a question about the upcoming Mohali Municipal Corporation elections, MLA Kulwant Singh said that there is a strong possibility that the elections will be held between the end of February and the beginning of March, though the final decision rests with the government.
