WITH A number of state and Central government schemes going under-utilized, the Panchkula administration has decided to launch a mobile app, Haqdarshak, to provide information about all the government schemes to people on mobile phones in a phased manner.
The administration has collaborated with a Bangalore-based non-government organisation, Haqdarshak Empowerment Solutions Private Limited, for the project which will be launched on a pilot basis in two districts of Haryana — Panchkula and Rohtak — under CM’s Good Governance Associates (CMGGA) programme.
“There are so many government schemes which people are not aware of and these remain under-utilized. This will help us reach at the grassroots level to ensure that people avail services meant for them under one platform. We are working out modalities,” says Deputy Commissioner Garima Mittal.

The mobile app will work on all Android phones and provide details about schemes launched by the state government, Central government as well as non-government schemes, as per individual eligibility. It requires one to put personalised information age, gender, qualification to generate results. The app will be available on PlayStore by March next year.
However, in the initial phase in October, the mobile app will be made available to selected residents in rural areas and urban areas, who will be trained under the programme and will be called Hardarshak. The selected members will go door-to-door and meet residents who intend to know about schemes they are eligible for.
“If they want to apply, then Haqdarshak will carry out all procedure for them, from document completion to submission of forms. In present time, common people neither have information nor time to get that information by visiting departments. The app will give lists of all schemes one is eligible for in one mobile app, including scholarships and help in applying for them” says Aniket Doeger, CEO and Co-founder, Haqdarshak Empowerment Solutions Private Limited.
The project is already functional in various districts of Rajasthan and Maharashtra. “It is a pilot project in Haryana and first step to prepare database of people for various schemes, which are available in large numbers. Once the database is prepared, the mobile app will be made available on PlayStore,” he says.
