A day after Congress MLA from Haryana, Devender Hans, attempted to hand over a jhunjhuna (toy) to a Sub-Divisional Magistrate in Kaithal district, the officer lodged a police complaint accusing the legislator of obstructing his official duties. Hans, who represents the Guhla-Cheeka constituency and is serving his first term, denied the allegations and instead accused SDM Pramesh Singh, a Haryana Civil Services officer from the 2023 batch and a former Army captain, of ignoring him.
The dispute centres around shops located in the Block and Development Panchayat Officer (BDPO) office complex at Guhla-Cheeka. Officials stated that the extension of some shops was undertaken following requests from shopkeepers, while Hans’s supporters claimed the expansion was illegal.
On Monday, heated arguments broke out when Hans, accompanied by his supporters, confronted the SDM in front of his office. Angry over the officer’s response, Hans remarked, “Take this toy and keep playing with it.” The SDM refused, replying, “You can keep it yourself.” Angered, Hans threw the toy aside and left the premises amid slogans by his supporters.
Speaking to The Indian Express, the SDM said, “I have filed a complaint with the Kaithal SP seeking registration of an FIR against the legislator. He tried to influence the outcome of the inquiry I was conducting into the shops and accused me of corruption without evidence. I will also issue a legal notice for criminal defamation.” He added that a copy of the complaint had been sent to the Kaithal Deputy Commissioner too.
Explaining the situation, the SDM stated, “In Guhla, the panchayat samiti owns several shops. Some had greater length, and those with smaller shops demanded equal extension. While the work was underway, objections were raised, and the construction was halted until my inquiry was complete. The procedures were found to be in accordance with the rules, and I have submitted my report to the Deputy Commissioner.”
Hans, however, dismissed the allegations as baseless. He said, “If he doesn’t even answer my calls, how could I possibly pressure him? I noticed illegal work being carried out at night near the shops, barely a hundred metres from his residence. I tried calling him seven or eight times, but he did not respond. When he finally answered after half an hour, I informed him about the ongoing work, yet he did not come to the spot. Only when we planned a protest did he arrive.”
Describing the confrontation at the office, Hans added, “I stood outside his office for half an hour. He refused to come out until I insisted. When he finally did, he avoided my questions. That is when I told him, ‘You have no authority here, take this toy and keep playing with it.’”
