The Municipal Corporation will conduct a survey to assess the location and type of work being undertaken by the footpath workers or vendors. The survey would be used to prepare the Chandigarh Street Vendors (Protection of Livelihood and Regulation of Street Vending) Draft Bill,2011 being prepared by the Chandigarh Administration.
There are a large number of vendors in the city. With no licenses having been issued since 1991,most of them are functioning illegally. The purpose of the survey would be to assess the number of vendors and then formulate a policy for their settlement.
Municipal Corporation had received a representation from the footpath workers regarding their rehabilitation. The representation was included in the agenda of the House Meeting for discussion on the issue. However,no discussion took place due to the ruckus in the meeting. As per the representation the vendors want 729 licenses to be issued and another 40 beat box type booths to be allotted.
Apart from these provisions,the civic body would consider the possibility of having spaces earmarked within sectors for cobblers,tea vendors,cycle repairers and barbers. A demand for having eight vendors for each of the tasks in every sector has been raised which the civic body is likely to consider.
The markets in the city are faced with the problem of encroachers. In wake of there being no policy for the vendors,a large number are present in every sector. Whether it is the corridors of markets or along roadsides,the vendors occupy and function from government land. The occasional anti enforcement drives seem to have no affect on these violations.
Even in markets like Sector 17 that have been declared zero tolerance,encroachers are thriving. Corridors in markets are lined up with encroachers selling a variety of products leaving little space for people to walk. The UT Administration has followed a generous policy for rehabilitation in the past. Whether it is providing houses for rehabilitation of slum dwellers or providing booths for encroachers,policies have been framed time and again.
