The Police Complaints Authority (PCA) has recommended to the Chandigarh Police to issue a recorded warning to a Sub-Inspector.
Advocate Rajveer Singh,in his complaint to PCA,had alleged that about 10.35 pm on November 14 last year,he had received a call from Barinder Singh claiming he needed his help as the police had arrested him.
Rajveer reached the Sector 34 Police Station around 11.25 pm and said that Barinder was being brutally beaten up by the police in the presence of SI Sohan Singh who was preparing his medical papers. He alleged that Sohan was in a semi-inebriated condition and asked him to leave the police station.
Rajveer alleged that when he insisted on meeting Barinder,the Sub-Inspector got annoyed and allegedly used abusive language. Rajveer then called up his SHO,but he did not take his call. However,Rajveer was later allowed to meet Barinder for two minutes.
The complainant said Sohan had allegedly demanded Rs 5,000 from Barinder for not registering an FIR.
However,Sohan,in his reply,said Barinder was brought to the police station as he had misbehaved with the beat staff while the advocate had come with a group of persons and had even tried to forcibly take away the accused.
“The complainant had gone to the police station to meet Barinder Singh and had a right as well as a duty in that matter as a lawyer. Barinder was a person under arrest and could not be denied the right to meet a lawyer. Sub-Inspector Sohan Singh misconducted himself by shouting at the lawyer and used abusive language. His conduct deserves disciplinary action and must be given a recorded warning,” read the PCA order .
