US sanctions Indian couple from Delhi for human trafficking from Mexico

Investigations into US Treasury filings and India’s Ministry of Corporate Affairs records reveal that Bhardwaj and Rani, both Indian passport holders described as “dual Indian-Mexican nationals”, are central to the operation’s Indian arm.

The smuggling blueprint

OFAC alleged that migrants fly into Cancun International Airport, aided by bribed airport insiders, and are lodged in hotels and hostels owned or controlled by the syndicate. From there, groups are allegedly moved on luxury yachts and overland routes north, working with Mexico’s notorious Sinaloa Cartel and leveraging the Tapachula-Cancun-Mexicali corridor before finally reaching the US-Mexico border.

OFAC alleges the Bhardwaj network specialised in high-value “clients” from Asia, Europe, the Middle East and South America, with some charged thousands of dollars per passage. Indian companies, including property ventures like Veena Shivani Estates Private Limited, allegedly launder proceeds through real estate deals and property flips, while UAE-based affiliates such as Black Gold Plus Energies Trading LLC allegedly handle energy trades to further obfuscate financial trails.

OFAC alleges that despite efforts to mask their operations, corporate filings show four Indian hospitality and real estate companies were used as laundering conduits, some fronted by nominee directors but ultimately linked to the Bhardwajs.

Mexican authorities said the couple coordinated with local enablers: Jose German Valadez Flores, a Cancun businessman, and Jorge Alejandro Mendoza Villegas, a former Quintana Roo police officer with deep connections in airport security and official channels.

HSO’s Mexican headquarters, meanwhile, operated an outwardly legitimate empire with plush marinas, yacht services, supermarkets, restaurants, and energy trading, all used to funnel money from smuggling and, according to officials, narcotics as well. The group’s reach was allegedly further embedded via alliances with previously sanctioned criminal organisations and the Sinaloa cartel’s operational backbone.Undersecretary for Terrorism and Financial Intelligence John K Hurley said the decision “disrupts this network’s ability to smuggle illegal aliens into the United States… The Trump Administration will continue to target and dismantle terrorist transnational criminal organizations to protect the American people.”

While no arrests or criminal indictments were announced, the US’s move in coordination with Homeland Security Investigations, the Drug Enforcement Administration, and Mexico’s Unidad de Inteligencia Financiera exposes all US-linked assets of the Bhardwaj HSO to immediate freezing, with international banks warned of secondary penalties for facilitating prohibited transactions.
