Rs 590 crore IDFC First Bank scam: Haryana suspends 2 IAS officers as vigilance probe intensifies

The suspended IAS officers, Ram Kumar Singh and Pardeep Kumar, own properties worth crores, according to official records.

The Haryana government on Thursday suspended two IAS officers, Ram Kumar Singh and Pardeep Kumar, for their alleged role in the Rs 590 crore IDFC First Bank scam. They are the first high-ranking government officials to face action as the probe into the scam intensifies.

While highly placed sources told The Indian Express that the officers’ names figured in the ongoing Haryana State Vigilance and Anti‑Corruption Bureau’s probe into the IDFC First Bank scam for their alleged links with the other accused already arrested in the case, official records reveal that they own properties worth crores.

Singh, a 2012-batch officer, owns properties worth Rs 3.22 crore, generating an annual income of Rs 19 lakh. Meanwhile, Kumar, a 2011-batch officer, owns joint assets with his wife worth Rs 7.03 crore.

Properties in Patti Afgan, Gohana, and Sonipat

As per the Annual Property Returns (APR) filed by Singh on January 29, 2026, his declared assets amount to Rs 3.22 crore. These properties located in Patti Afgan, Gohana (Wazirpura), and Sonipat, include: a 710 square yards plot with a current market value of Rs 58 lakh, a 600 square yards plot worth Rs 77 lakh, a 125 square yards plot worth Rs 12.5 lakh, two plots of 30 square yards each, worth Rs 3 lakh apiece, a 115 square yards plot worth Rs 17.25 lakh, a 100 square yards plot worth Rs 12 lakh, a booth in Gohana worth Rs 60 lakh, and a six-marla residential property-cum-shop worth Rs 80 lakh. Except for the last property, Singh declared all others as part of the Hindu Undivided Family (HUF).

In his declaration, Singh stated that the 710-square-yard plot is designated for “labourer houses”; the 600-square-yard plot is “open space for general use”; the 125-square-yard plot is an “old house”; the 30-square-yard plot is a “worship place (Baba Neemwala)”; the 115-square-yard plot is “covered parking for general use”; another 30-square-yard plot is a “meeting place”; and the 100-square-yard plot is “open space.” He further mentioned that the booth is located in Sector 7, Gohana, while the residential-cum-shop was received as a “gift from family” in Bhagwan Nagar Colony, Ward No. 5-A, Pipli village.

He also mentioned that he joined the Haryana Excise and Taxation Department on May 23, 1995, as a taxation inspector, and stayed till May 30, 1999. He was selected as a Haryana Civil Services (executive) officer in 1999 and joined the Haryana government on June 1, 1999. He was inducted into the IAS cadre on May 8, 2019, and was allotted the 2012 batch.

Singh mentioned that his wife ran several businesses, like a petrol pump, a microbrewery, a restaurant, rental projects, sale and purchase of properties, etc., with other family members.

Regarding his assets, Singh mentioned in his APR, “Our ancestral property is a part of HUF (Hindu-Undivided-Family) which is being bifurcated under the socio-cultural norms and Swamitav Scheme of Govt. of Haryana.”

Singh was posted as special secretary to the state Revenue and Disaster Management Department and additional CEO, Panchkula Metropolitan Development Authority.

Flats worth crores in Gurgaon

Kumar, too, was promoted to the IAS from the HCS and allotted to the 2011 batch. In his APR filed on January 19, 2026, Kumar mentioned that his wife owns land measuring 3181.5 square yards acquired in 2010, with a value of Rs 1.25 crore. She received it as a gift from her father, he said.

The officer added that he owns two flats in Gurgaon’s Sector 28, jointly with his wife, with each apartment valued at Rs 1.2 crore. He declared another flat in Platinum Towers, Gurgaon, that he jointly owns with his wife, which has a value of Rs 3.34 crore.

Kumar was posted as director, State Transport, Haryana.

Chief Secretary Anurag Rastogi issued the officers’ suspension orders. During the suspension period, the officers’ headquarters will be in the chief secretary’s office.
