The government of Himachal Pradesh has received the ‘People First Integration Award’ from the Ministry of Electronics and IT for integrating 51 HimSeva services, including the Him Parivar and Him Access Cards, into DigiLocker.
Himachal was also declared the best-performing state in Aadhaar enrolment of children aged 0 to 5 years. The Mukhya Mantri Seva Sankalp Helpline won national honours for Innovation in Public Systems and Digital Transformation.
The major highlight of the reform drive is the widespread adoption of e-Office, marking a decisive shift towards paperless administration.
Currently, 98 directorates, 59 SDM offices, 88 Block Development Offices, all DC and SP offices, 254 field offices and 108 Secretariat branches are operating entirely on the e-Office system. Key citizen services — bonafide, income, legal heir, EWS, land holding and BPL certificates, utility payments and social welfare benefits — are now available digitally. Modules such as My Deed and the simplified Jamabandi format have enabled property registration and Patwar circle activities online.
To further improve rural access, 1,226 new Lok Mitra Kendras have been set up.
The HimSeva e-District Portal now offers 449 services, including secure digital documents through DigiLocker.
The state government is also advancing major IT infrastructure projects, including a Cyber City at Waknaghat, and new IT Parks in Kangra and Shimla.
Himachal is also expanding the use of drones across agriculture, disaster response and healthcare, with plans for commercial drone taxis. Himachal’s first RFID-enabled digital library has also been inaugurated in Bilaspur.
