The government has clarified that all transfers must strictly adhere to the Comprehensive Guiding Principles (CGP) 2013 as amended from time to time.
The Himachal Pradesh government Tuesday lifted the ban on general transfers of the Group C and Group D employees, excluding teaching cadres of the Education and Technical Education departments, allowing such transfers to be approved till March 31 this year.
According to official instructions issued by the Department of Personnel, ministers have been authorised to approve transfers of the eligible Group C and Group D officials in their respective departments during this period. The decision has been communicated to all administrative secretaries, heads of departments, divisional commissioners and deputy commissioners across the state.
The government has clarified that all transfers must strictly adhere to the Comprehensive Guiding Principles (CGP) 2013 as amended from time to time. While ordering transfers, the normal tenure of three years at a particular posting must be taken into account. Ministers-in-charge will be competent to approve transfers only in cases where officials have completed their normal stay at the current place of posting.
The instructions further state that transfers should be restricted to the barest minimum and must not exceed three per cent of the sanctioned cadre strength of the concerned department. Responsibility for ensuring compliance with this cap has been fixed on the heads of departments, managing directors, chief executive officers and registrars of departments, corporations, boards and universities, respectively.
In cases involving relaxation or condonation of short stay or short distance norms, prior approval of the Chief Minister will be mandatory, routed through the minister-in-charge, in accordance with provisions of CGP-2013.
The government has also allowed employees to directly apply for transfer to their respective departments. All departments have been directed to bring these instructions to the notice of concerned officials for strict compliance.
