HCS officers rue ‘raw deal’ as cadre war escalates

Cadre war in the bureaucracy seems to touch new low.

The cadre war in the bureaucracy in the city seems to have touched a new low with several instances of the HCS officers being in confrontation with the AGMUT cadre IAS officers being witnessed the past few months. Expressing resentment over the departments being given to them and the dominance of the AGMUT cadre IAS officers in the city,the HCS officers held a meeting to discuss the future course of action to be adopted. The HCS officers are ruing the “raw deal” being handed to them.

In November last year,Additional Commissioner,Municipal Corporation Lalit Siwach who is an HCS officer and IAS Abhishek Dev who is Joint Secretary (Home) locked horns over action to be taken on a mall. While Dev accused Siwach of “insubordination”,Siwach accused Dev of “undue interference” in his official duties.

Problems arose after an inspection of a mall in the city by a newly constituted committee with Dev as its member. While Dev prepared a report highlighting alleged violations in the mall,Siwach who is the Chief Fire Officer refused to sign the report. The fire department officials prepared another report and submitted it to the Administration that stated that there were no violations. The Fire Department had given an NOC to the mall just a few months before this issue arose. Questions were raised about the need for formation of such a committee.

In another incident a few months back,explanation was sought from HCS officer Mahavir Kaushik by IAS Satya Gopal over taking the official car for a meeting to Delhi. At that time,Satya Gopal who is the Chairman CHB at present had the charge of UT Home Secretary.

The HCS officers have expressed resentment at the departments being given to them. HCS Varsha Khangwal who was given the charge of Director Tourism in August last year along with that of Director Social Welfare found this given to IAS Tanvi Garg in December. Garg who is a 2009 AGMUT cadre officer was also appointed SDM (East).

More recently,HCS officer Yogesh Kumar shot off a letter to the UT Advisor K K Sharma about there being no room available in the IT Department for the newly appointed Secretary IT Prerna Puri. While Puri’s appointment order stated that she should be given space in the Additional Deluxe building where the department is located,the only big room in the department is occupied by Kumar. There is resentment among the officers over the appointment of Puri as a Secretary with her being a relatively junior officer from the 2006 batch.

An HCS officer said,“Over the past few months all key departments in the city have been given to AGMUT cadre IAS officers. HCS officers are being sidelined. If the situation does not improve for the HCS officers all of us would seek repatriation. A discussion was held on taking up the issue with the Chief Secretary Haryana as well.”
