Haryana govt to decide on DGP post as UPSC returns list of eligible officers

The Haryana government will soon have to take a call on former director general of police (DGP) Shatrujeet S Kapur, who went on leave after his name surfaced in the alleged suicide case of IPS officer Y Puran Kumar. Kapur’s two-month leave ends on December 14, but since the DGP post is currently being held by IPS officer O P Singh, he cannot resume charge as the state police chief.

Meanwhile, with DGP Singh set to retire on December 31, the state government had initiated the process to appoint a new police chief and sent a panel of eligible officers to the Union Public Service Commission (UPSC) for approval. Sources told The Indian Express that the UPSC returned the panel, citing a Supreme Court judgment on police reforms, saying the state government must send its proposal to the Commission in anticipation of the vacancy. However, as DGP Kapur is only on leave and can return to the DGP post at any time, the position cannot be considered ‘vacant’.

The state government will now have to decide if Kapur should be reappointed as DGP or posted to some other department.

Kapur had earlier served as CMD in the state’s power department and may be appointed back there in a higher rank. Besides this, the post of director general at the Bureau of Police Research and Development in the Centre has recently fallen vacant, and Kapur is already empanelled there, so this option is also available.

Five Haryana IPS officers are in the reckoning for the state police chief’s post. Besides Kapur (1990 batch), the others include Sanjeev Kumar Jain (1991 batch), Ajay Singhal (1992 batch), Alok Mittal (1993 batch), and Arshinder Singh Chawla (1993 batch). While Kapur retires on October 31, 2026, Jain is due to retire on September 30, 2026, Singhal on October 31, 2028, Mittal on June 30, 2029, and Chawla on September 30, 2027.

Note naming police officials

On October 7, IPS officer Y Puran Kumar allegedly died by suicide, leaving a note that named more than a dozen officers, including current and former IAS and IPS officers, including Kapur. Kumar’s family members demanded action against all those named in his note, following which the then Rohtak superintendent of police, Narendra Bijarniya, was removed from his post, while Kapur proceeded on leave.

The Chandigarh Police also registered an FIR in the case, following which a Special Investigation Team led by Inspector General of Police Pushpendra Kumar was constituted to probe the incident.
