Follow Himachal model to compensate farmers,says Jakhar

Himachal Pradesh’s solution to land acquisition hassles for hydropower projects - reserve one per cent of its production for project-affected people - should also be followed by Punjab for its power projects,Congress MLA Sunil Jakhar said on Monday.

Himachal Pradesh’s solution to land acquisition hassles for hydropower projects – reserve one per cent of its production for project-affected people – should also be followed by Punjab for its power projects,Congress MLA Sunil Jakhar said on Monday.

Accusing the state government of coercing farmers of Gobindpura village in Mansa to part with their land for the Indiabulls’ power plant for a pittance,he said even one paisa of every unit of power generated would ensure farmers Rs one lakh in annual income for every acre acquired by the government for power projects.

“Himachal’s new policy talks about paying farmers one per cent share in every unit produced. If Punjab gives even a third of this – one paise per unit produced – we would be able to ensure hassle-free acquisition while giving affected farmers their due,” Jakhar said,adding that in the Rs 6,600 crore project of Indiabulls,the land cost is just Rs 200 crore.

He alleged that instead of asking the company to provide adequate compensation to the farmers,the state government is forcing farmers to accept the meager compensation offered.

‘CM allowed flooding in 30,000 acres of Abohar’

Accusing Chief Minister Parkash Singh Badal of allowing flooding 30,000 acres of land in some 15 villages in his constituency Abohar,Jakhar said three drains,including the Bhabwala drain that originates from CM’s native village,Badal,are dumping water in this particular area causing heavy loss to farmers.

“The CM said,Lambi is not Bhakra that it can flood villages. It is his responsibility to address the issue,” Jakhar said.

‘If Chautala is not corrupt,who is?’

On Anna Hazare’s call to vote against Congress in Hisar bypoll,Jakhar said he wants to put a question before the social activist. “Who is he canvassing for? Are INLD and HJC candidates Ajay Chautala and Kuldeep Bishnoi not corrupt. If Chautalas are not corrupt,who is,” he asked.

‘Should have heard CM out on last day of session’

Jakhar said the Congress lost an opportunity to debate the bills passed and raise issues of public importance. “I failed as a party member to convince my colleagues to let the CM speak. There after,we could have raised our issues. The Gobindpura land acquisition,flooding of villages and atta-dal subsidy scam were the issues we could have raised in the House,” he added.
