Firm to compensate Panchkula man for delay in fixing high security number plate

RESIDENTS FACING a harrowing time in getting High Security Number Plates (HSRP) affixed on their vehicles may have some good news. The District Consumer Disputes Redressal Forum has directed Link Utsav Registration Plates Private Limited, the firm tasked with fixing the number plates, to pay a compensation of Rs 20,225 to a Panchkula resident after failing to affix the HSRP for nine months.

As per his complaint, Col H S Sandhu, a resident of Sector 20, said he deposited Rs 364 with the company in February, 2015, for a HSRP for his car, but for over a year, the registration plate was not issued to him. He alleged that he visited the company’s office in Sector 5, Panchkula, as many as six times but in vain.

This was followed by several visits to the office of Regional Transport Authority (RTA), Panchkula, but it also proved to be in vain, alleged Col Sandhu, who then lodged a written complaint in September 2015. Despite that, the HSRP was allegedly not issued to him.

Col Sandhu told the consumer court that he was assured by the company’s regional head in October, 2015, that the registration plate would be issued within a week but it was not issued, following which he approached the forum. It was only after he had filed the case, that the company official called him in December, 2015, nine months after he had applied for HSRP, to collect the number plate. But, he did not collect the plate.

The company did not file any written statement in response to the allegations and proceedings continued against it ex-parte. “The non-appearance of the company official despite notice shows that they have nothing to say in their defence or against the allegations made. Therefore, the allegations made go unrebutted and un-controverted,” the court held.

As per the policy of the company, “M/s Link Utsav is under obligation to install the High Security Number Plate on vehicles within 4 days of receiving payment failing which they are liable to pay penalty to customer at Rs 50 per day for the first 7 days and thereafter Rs.75/- per day.”

Taking the notice into consideration, the court thus, directed Link Utsav Registration Plates Private Limited to pay a compensation of Rs 20, 225 to Col Sandhu, who, the court said, had to face harassment for over nine months in getting a HSRP for his car.
