Five days after the National Highway Authority of India (NHAI) defended the construction of five structures near the upcoming Chandimandir toll plaza on Zirakpur-Parwanoo highway,the District Town Planner (DTP),Panchkula is yet to take a final decision on these structures.
The DTP Hitesh Sharma said that after the NHAIs reply on February 10,they were seeking legal advice before taking any final decision. It took some time for legal advise and now hopefully a final decision will be taken in a day or two, Sharma said.
The DTP had earlier dismissed the NHAI and the Himalayan Expressway Ltd (HEL),plea over construction of the structures who had claimed that no permission was required under law as the structures built were part of the four-lane Zirakpur-Parwanoo highway project .
The NHAI had later informed the DTP office that the structures were built on land that was transferred to them by the Army.
Sources said that the DTP office was taking extra care in taking any decision as Punjab and Haryana High Court is monitoring the progress of Pinjore-Parwanoo bypass (part of Zirakpur-Parwanoo highway project). The NHAI had filed an affidavit in the High Court by saying that bypass will be opened for traffic in February. And any decision by the DTP,on the toll plaza structures might will have a direct affect on the opening of the bypass.
The HEL has constructed five structures near the Chandimandir toll plaza which have facilities like trauma care centre,toll plaza administrative building,control building,generator and sub station building and maintenance block and the DTP had termed these structures as violation of the Punjab New Capital (Periphery) Control Act,1952,
