Leader of the Opposition (LoP) Jai Ram Thakur on Monday accused Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu of using his discretion in allocating funds under the Chief Minister Rural Road Development Scheme only to Congress MLAs and neglecting BJP legislators.
The former chief minister was speaking during Question Hour when Rural Development and Panchayati Raj Minister Anirudh Singh was responding to a query by BJP MLA Pawan Kumar Kajal on the distribution of funds for rural road development across Assembly constituencies.
The LoP accused the state government of withdrawing previously allocated funds without consulting MLAs concerned and deliberately claiming that funds were taken back after the utilisation period lapsed.
“There is only one authority, the MLA, who has the right to spend funds allocated under this scheme in his or her constituency, but the government does not even consult senior MLAs before withdrawing the funds. There is also no explanation from the government on where the withdrawn funds are being diverted,” he said.
Although Anirudh Singh tabled the reply in the House, Sukhu countered charges levelled by the LoP. Sukhu said in the past three years, the maximum allocations under the scheme were made to Opposition MLAs’ constituencies.
“The government released approximately Rs 9 crore to the Seraj constituency represented by Jai Ram Thakur; around Rs 1 crore to Karsog, represented by BJP MLA Deep Kumar; and Rs 93 lakh to Mandi, represented by BJP MLA Anil Sharma,” the chief minister said.
Meanwhile, Anirudh Singh informed the House that over Rs 232 crore had been allocated to all 68 Assembly constituencies under the Mukhya Mantri Gramin Sadak Yojna in the past three years. The funds released up to October 31 were earmarked for the ongoing and new rural road construction works across the state.
