For not informing the Superintendent of Police (SP) of two incidents of crime,Desh Raj had initiated two inquiries against Inspector Anokh Singh,Station House Officer (SHO) of the police station at Sector 26,Chandigarh.
The two inquiries were initiated against Anokh Singh by Desh Raj on August 29 by passing a single order. In both the cases,Desh Raj had accused Anokh Singh of insubordination and dereliction of duty. Desh Raj had held that he had learnt of the two incidents through the media and that Anokh Singh,being the SHO of the area where the two incidents took place,acted irresponsibly by not informing the SP,city.
Desh Raj was arrested on October 18 by the Central Bureau of Investigation (CBI). Sleuths of the CBI caught Desh Raj red-handed at his residence in Sector 23 while accepting an illegal gratification of Rs one lakh from Inspector Anokh Singh.
It was Desh Raj who was the complainant in both the inquiries against Anokh Singh. The first incident related to a theft which took place at the residence of an ex-MLA on August 18. On August 28,a lady constable Sneh Lata was thrashed by a local resident on the Sector 19/27 dividing road. In both the incidents Desh Raj accused Anokh Singh of grave misconduct and dereliction of duty.
Desh Raj also observed that Anokh Singh wrongly bailed out the accused who had hit the lady constable. Desh Raj observed that by bailing out an accused booked for a non-bailable offence,Anokh Singh had erred in duty. In both the inquiries,Desh Raj charged Anokh Singh with insubordination. While there were witnesses to be examined in both the inquiries,it was Desh Raj who held the key to the final outcome of both the inquiries.
This was because not only was he the complainant but the charge levelled,of insubordination and not informing him of the incidents,against Anokh Singh was such that it could only have been proved or diluted by Desh Raj.
It is pertinent to mention here that in the conversation between him and Desh Raj,recorded by Anokh Singh,the SP,city had said that he (Desh Raj) had to make certain improvements in his statements and Anokh Singh will be exonerated from the inquiries.
Another senior police officer,Shiv Charan,whose name had figured in the conversation between Desh Raj and Anokh Singh,is likely to be questioned by the CBI. Shiv Charan,Assistant Superintendent of Police (IRB),was the inquiry officer appointed to investigate the two departmental inquiries against Anokh Singh. When contacted Shiv Charan,who is at present on leave,said I cannot comment on whether Desh Raj even talked to me about the inquiries pending against Anokh Singh. I do not recollect the exact number of inquiries pending against Anokh Singh.
