2 months after announcement, Punjab yet to decide on Anandpur Sahib creation

Even as protests have started over the inclusion of Garhshankar in the proposed Sri Anandpur Sahib district, the Punjab government is yet to take a decision on the creation of its 24th district.

Around two months earlier, the Punjab government had mulled the formation of Anandpur Sahib as 24th district of the state, and wanted to announce the same ahead of the 350th martyrdom anniversary of Guru Tegh Bahadur. Currently part of the Rupnagar (Ropar) district, Anandpur Sahib holds immense historical and spiritual significance in Sikh history. It is the birthplace of the Khalsa and a sacred centre of Sikh heritage.

Source said that Education Minister Harjot Singh Bains, who is also MLA from Anandpur Sahib Assembly segment, has been strongly seeking the formation of Anandpur Sahib as a separate district. However, in the wake of protests and High Court slamming the government for not providing infrastructure in Malerkotla, the government has not yet reached a final decision.

An official said that in the Cabinet meeting last week, it was decided that there would be no other business other than paying tributes to Guru Tegh Bahadur dirng the special session of the Vidhan Sabha. “We do not know what will happen during the special session in Anandpur Sahib on November 24. All eyes will be on Chief Minister Bhagwant Mann’s address to the Assembly,” said an official.

He added that a new district seems like a long call. “How will the infra be provided? Look at Malerkotla, the 23rd district. Even after four years, the government has not been able to provide the infrastructure there.”

While Bains was not available for a comment, the Bar Associations of Garhshankar, chamber of commerce held a protest march from Court Complex to Anandpur Sahib Road Thursday to protest the “inclusion of Garhshankar in the proposed Sri Anandpur Sahib district. They raised slogans such as “Stop dividing Garhshankar,” “Long live public unity,” and “Down with the Punjab government.” A half-day market closure call was given in Garhshankar. This call received support and shops remained closed.

The agitators said that inclusion of Garhshankar in Sri Anandpur Sahib will inconvenience the people. They said that Garhshankar is culturally and geographically connected to Hoshiarpur district. Therefore, the people will not be forcibly allowed to be merged with the proposed district.

Presently, Anandpur Sahib Lok Sabha constituency has nine Assembly segments — Garhshankar, Banga, Nawanshahar, Balachaur, Anandpur Sahib, Ropar, Chamkaur Sahib, Kharar and Mohali.

It was earlier calculated that at least Rs 500 crore will be required to set up district headquarters, offices and other things. The salary segment of officials and employees, to be posted in the new district headquarters is also likely to cost Rs 18 crore per month.
