13 cooperative societies to get land

Finally,the six-year-long wait of 13 cooperative house building societies for land for construction of multi-storeyed flats in Mohali has come to an end with the Greater Mohali Area Development Authority on Tuesday issuing letters of intent to the societies.

Finally,the six-year-long wait of 13 cooperative house building societies for land for construction of multi-storeyed flats in Mohali has come to an end with the Greater Mohali Area Development Authority (GMADA) on Tuesday issuing letters of intent (LOIs) to the societies.

However,GMADA has fixed Rs 12,000 per square yard as allotment rate,which is six times more than the Rs 2,000 per square yard allotment price.

Confirming the development,GMADA Chief Administrator Vivek Partap Singh told Newsline that the allottees have been asked to deposit the remaining allotment price at the new rate within 90 days of receipt of the LOIs.

He said the work to undertake development works in the earmarked area and demarcate the land allotted to each society was in progress.

Justifying the enhanced rate,Vivek Partap clarified that though GMADA policy provided charging rates applicable at the time of allotment but in the case of cooperative societies,since no LOI was issued at the time of allotment,the rates were required to be fixed before issuing letters of intent to the allottees.

Ever since the Punjab Urban Planning and Development Authority (PUDA) Finance and Accounts Committee had on February 13,2004,approved the names of 13 cooperative house building societies for allotment of sites in Sectors 76,79 and 80 after inviting the applications in 2003,the societies had been waiting for possession of the allotted land.

In May,2007,GMADA,which overtook the PUDA powers in August 2006,had reversed earlier policy of the PUDA to allot the sites to 13 approved societies while holding that the allotment can only be made by way of auction.

Accordingly,in November,2007,GMADA had returned the earnest money of Rs 2 crore to the societies,which they had deposited as 10 per cent of the total amount of the land.

Refusing to accept the refund cheques,the Joint Action Committee (JAC) of the societies had then approached Punjab Chief Minister Parkash Singh Badal,who overruled the decision of auction and gave a go-ahead to the allotment of land as approved in 2004.

The way was paved in June 2008 when GMADA had freed 34 acres illegal land from the possession of the Radha Soami Satsang Beas in Sector 76,where 6 of 13 Societies were allotted land.

However,the new allotment rate has shocked thousands of houseless investors,who have termed it “unjustified and uncalled for”. “Instead of compensating us for causing delay of six years,we are asked to pay six times the original rate for no fault of ours,” argued an allottee.
