To improve accountability and supervision of police at the district level, Karnataka police on the advice of the chief minister has given the responsibility of supervising crime, law and order in 28 districts and two police commissionerates other than Bangalore to 10 additional directors general of police (ADGPs).
The measure is projected to increase dignity of the police department and give more work satisfaction. DG & IGP Lalrokhuma Pachuau issued an order regarding the new supervisory model after Chief Minister Siddaramaiah at a meeting with senior police officers criticised lack of co-ordination and responsibility in the police force and issued directions to put ADGPs in charge of districts to improve efficiency.
Siddaramaiah told the DGP that visits and supervision by senior police officers to scenes of major crime would encourage lower-rank officials including sub-inspectors and inspectors to be be more diligent and responsible. He said senior police officers would guide juniors in solving major incidents of crime.
On the advice of the chief minister, the head of the state police force issued an order distributing districts among 10 ADGPs for administrative supervision. At present districts are divided into north, east, west, south and central ranges with inspectors general supervising functioning in each range.
Under the new supervisory structure 10 ADGPs will supervise select districts over and above IGPs. According to the new orders, the ADGP for transport, traffic and moderation will be responsible for Mangalore City, Chikamagalur and Kolar districts; ADGP for Law and order for Hubli-Dharwad city, Gulbarga and Mandya district; ADGP for recruitment and training will supervise Mysore City, Hassan and Chitradurga district and ADGP for intelligence will look after Tumkur, Chikaballapur and Uttara Kannada districts.
ADGP for administration gets Bangalore, Ramanagar, Udupi and Mysore districts, ADGP for crime and technical services gets Dakshina Kannada, Kodagu, Belgaum and Dharwad, ADGP for civil rights enforcement directorate will supervise Bijapur, Yadgir and Raichur and also the state railway police wing.
Bidar, Haveri, Chamarajanagar and KGF districts will be under supervision of ADGP Karnataka State Reserve Police (KSRP). The ADGP for police computer wing will supervise the Davanagere, Bagalkote and Bellary districts. The ADGP for Internal Security Division will supervise Koppal, Gadag and Shimoga.
ADGPs would give directions and suggestions to SPs and Inspectors General of Police (IGPs). The order specifically states that the new supervisory duties of the ADGPs will be in addition to existing responsibilities.
