Karnataka caste survey report likely by February 10, says minister Shivaraj Tangadagi

Karnataka’s Siddaramaiah-led Congress Government commissioned the Social and Educational Survey after it decided to junk the findings of a caste enumeration exercise carried out in 2015.

Karnataka Backward Classes Welfare Minister Shivaraj Tangadagi said on Wednesday that the report of the Social and Educational Survey carried out by the Karnataka State Commission for Backward Classes was expected by the end of January or February 10.

Speaking at the Ambigara Chowdayya Jayanti celebration in Bengaluru, the minister said the compilation of data collected during the survey in September and October last year was underway. “The report will be submitted soon,” he said, adding that it would help identify the most marginalised sections in society and ensure that benefits of government schemes reach them.

At present, the minister said, there is no data on the population numbers of specific communities. “People often respond with vague answers. The report, however, will provide factual clarity,” he said.

The 2025 survey was commissioned after the Siddaramaiah-led Congress Government decided to junk the findings of a caste enumeration exercise carried out in 2015. Although, while deciding to go ahead with a new survey, the Government had said the previous survey’s data was more than a decade old, there were speculations that the findings were dropped owing to pressure from dominant communities such as Lingayats and Vokkaligas.

The survey, which started on September 22 last year, covered 6.14 crore people by the time the door-to-door enumeration ended on October 31, 2025. The 2015 survey, which had looked into social and economic factors of various communities, compiled data from 5.98 crore people.

Implementing the recommendations of the caste survey is among the promises made by the Congress in its manifesto for the 2023 Assembly elections.
