(ANI)Bengaluru, Karnataka News Highlights (October 11): The downpour spelt trouble in various parts of the city and scripted the same old story of waterlogging, especially in East Bengaluru. Heavy traffic jams continued on Tuesday at Outer Ring Road and surrounding areas as water started to recede gradually.
On Wenesday, Pro-Kannada activist Vatal Nagaraj said that Pro-Kannada organisations will hold a protest near the Raj Bhavan in Bengaluru over the Cauvery water dispute, ANI news agency reported. The protest will be led by Vatal Nagaraj and other Pro Kannada activists. As per Cauvery Water Management Authority order’s (CWMA) Karnataka has been releasing 3000 cusecs of Cauvery Water to Tamil Nadu. The order is in place till October 15 when the Authority will meet again.

In other news, traffic heatmap shared by the Bengaluru traffic police department on Monday showed that the tarffic congestion on the Tin Factory-KR Puram section is lower-than-usual after full metro services started on the Challaghatta-Whitefield metro Purple Line.

The history of treatment of mental health in Bengaluru goes back all the way to 1848 as seen in a lunatic asylum in the building of what is now the State Bank of Mysore and documented at the National Institute of Mental Health and Neurosciences (NIMHANS) Heritage Museum. The asylum itself was part of an existing hospital at the time for peons, paupers, and soldiers. By 1926, a year before the Maharaja’s Silver Jubilee and the many construction projects that followed it, a plan for a new hospital building was approved at the site where NIMHANS stands today. NIMHANS in its modern incarnation would finally come to exist in 1974 after a merger with the 1954-established All India Institute of Medical Health (AIIMH). In 1926, the Mysore Government Mental Hospital, as it was known in those days, was also the origin of the green spaces existing in the area today, designed by the then superintendent Dr Francis Noronha and German botanist Gustav Krumbiegel.

The Cauvery Water Regulation Committee has asked Karnataka to release 3,000 cusecs of water to Tamil Nadu by October 31, sources said on Wednesday.
The decision was taken on Tuesday at a meeting where the CWRC asked Karnataka to ensure the release of water from its reservoirs in Biligundlu, they said.
The order will be effective from October 16 till October 31.
Tamil Nadu had requested for release of 16,000 cusecs of water.
The CWRC had in September ordered Karnataka to ensure the release of 5,000 cusecs of Cauvery water from September 28 to October 15. (PTI)
With the Cauvery Water Regulation Committee once again recommending Karnataka to release 3,000 cusecs of water to Tamil Nadu for 15 days, Karnataka Deputy Chief Minister D K Shivakumar on Wednesday said the state government is committed to protect the interests of its farmers, irrespective of whatever the order may be.
The Deputy CM, who is also the Minister in-charge of the state's Water Resources department, said implementing the Mekedatu balancing reservoir project across the Cauvery river at Kanakapura taluk in Ramanagara district to which the neighbouring Tamil Nadu is opposed to, is the top priority of his government.
The CWRC today recommended that Karnataka needs to ensure water release from its reservoirs so that 3,000 cusecs are realised at Biligundlu (measuring station in Tamil Nadu) starting from October 16 (8 am) up to October 31. (PTI)
The High Court of Karnataka on Wednesday said it is not enough to initiate action against erring officers of the city civic body -- Bruhat Bengaluru Mahanagara Palike (BBMP) -- responsible for illegal hoardings in the city, but these should be taken to their logical conclusion.
The Division Bench of Chief Justice Prasanna B Varale and Justice Krishna S Dixit was hearing an ongoing public interest litigation filed by Mayige Gowda, a city resident, against illegal hoardings and advertisements here.
The BBMP submitted to the court details of the action taken in pursuance of the HC directions.
The court was informed that show cause notices have been issued to "officers who have committed dereliction of duty or were slow and lethargic in performance of their duties." The highest number of such notices were in the East Zone where 85 officers had been issued notices by August 9, 2023. It was issued to 30 officers in West Zone, 17 in South Zone, one in Mahadevapura, five in RR Nagar, 10 in Yelahanka and four in Dasarahalli. (PTI)

Bangalore International Airport Limited(BIAL) Managing Director Hari Marar appealed to the government for the establishment of second airport in Bengaluru, given the passenger projection in the next decade.
Marar projected that the passenger count in Bengaluru airport will touch 92 MN by 2030 - 32, prompting the need for another airport. He appealed to the state government to kickstart the process of identifying the land and notifying them at the earliest, for the establishment of the second airport.
Hearing a 2013 PIL regarding public school infrastructure, the Karnataka High Court on Monday expressed concern that lack of amenities such as drinking water and functioning toilets would push children to enrol in private schools instead.
The remarks were made in the context of the submission of a report by the court-appointed amicus curiae. According to the report, 464 public schools presently lack toilet facilities, while 32 lack drinking water. A sum of Rs 80 crore has also been allocated under the Panchayat Raj Development department to construct new infrastructure. (Read More)
A 25-year-old man in Bengaluru was allegedly stabbed to death in front of his mother Sunday night following an altercation with a group over playing music in connection with Ganesh idol immersion festivities, the police said.
The police have arrested eight people in connection with the murder, officials said. They have identified the deceased as Srinivas, of AK Colony in Adugodi, who worked as a delivery boy.

Following the Attibele fire tragedy that left 14 people dead, Karnataka Chief Minister Siddaramaiah Tuesday suspended the tahsildar, police inspector and the regional fire officer who issued a no objection certificate (NOC) for the firecracker unit. Notices will also be served on the Deputy Commissioner and Superintendent of Police for issuing a licence for the facility, the CM said.

The Central Crime Branch (CCB) of the Bengaluru city police has initiated a preliminary inquiry into alleged match-fixing during the ongoing Bangalore Super Division League after it received a complaint from the Karnataka State Football Association (KSFA).
A complaint was lodged due to a recurring pattern observed on betting sites, raising suspicions of player involvement in match-fixing. KSFA officials submitted a letter to the Bengaluru city police commissioner, prompting the CCB to take up the case. (Read)

On Wednesday BMTC flags off 37 metro feeder buses to Outer Ring Road. The Transport minister Ramalinga Reddy, along with CEOs of different companies and other members travelled in BMTC's metro feeder bus connecting KR Pura metro station and Silk Board. The feeder bus aims to bridge the last mile connectivity to the tech corridor from KR Pura metro station by encouraging public transport.

The traffic heatmap shared by Bengaluru traffic police department for Monday showed that the traffic congestion on Tin Factory-KR Puram section was comparatively lower than a usual Monday, due to opening up of Baiyappanahalli-KR Pura metro section. The trend on Oct showed that the length of traffic congestion on the Tin Factory-KR Puram section between 8am and 10 am was only 1km, compared to 2.1 km on Sept 25. Traffic congestion is defined as the average length of the queue of vehicles.
In the peak hour between 4pm and 6pm, the congestion length is further reduced to only 100 meters compared to 800 meters on a usual Monday. However, the length slightly increases to 200 meters by 6pm. One of the reasons for the dip on October 9 evening could also be attributed to rainfall which would reduce the scope of using private vehicles. However on Sept 25, the congestion length was recorded at 800 meters between 4pm and 6pm and it peaked to 1.3km by 6pm.

Heavy spells of rain and thundershower are likely towards the evening today, the India Meteorological Department (IMD) said. Maximum and minimum temperatures are expected to be around 29 and 20 degrees Celsius, respectively. Generally cloudy skies are also expected.

Bengaluru Traffic Police on Monday morning said that the Sakra Hospital Road was "completely closed" due to waterlogging.
It also advised commuters to avoid using Belanduru Kodi Road, and travel via ORR as an alternative.
