Bengaluru tops global traffic charts again, becomes the second most congested city in the world: TomTom report

Bengaluru has the highest traffic congestion level at 74 per cent, followed by Pune (71 per cent), Mumbai (63 per cent), New Delhi (60 per cent), and Kolkata (59 per cent), the latest TomTom Traffic Index shows.

Bengaluru’s notorious traffic congestion has worsened, with the city ranking second most congested in the world in 2025, breaking its previous record set in 2024, according to the latest TomTom Traffic Index.

The TomTom Traffic Index, released Wednesday, shows that the average time to travel 10 km in Bengaluru is now 36 minutes and 9 seconds, up from 34 minutes and 10 seconds in 2024, an increase of 1.59 minutes.

In 2025, Bengaluru’s overall average vehicle speed was recorded at 16.6 kilometre/hour. During peak hours, speeds dropped significantly to 14.6 km/h in the morning and 13.2 km/h in the evening.

The Netherlands-based location technology firm, in its report, said, “In Asia, India’s Bengaluru is once again featuring as one of the slowest cities in the world. Average travel times here are 3 minutes 37 seconds per km. During the free-flow state, however, travel times are dramatically lower at 2 minutes and 4 seconds. Due to the significant slowdown during peak times, Bengaluru also features as the second-most congested city in the world by congestion level with a score of 74.4, up from 72.7 a year earlier.”

Mexico City claimed the top spot as the world’s most congested city, with a score of 75.9. The report noted that while free-flow travel time is 1 minute 57 seconds per km, the real-world average time is 3 minutes 27 seconds per km.

During peak hours in Bengaluru, the situation worsens in the morning with speeds dropping to 14.6 km/h, when motorists can cover just 3.6 km in 15 minutes, and in the evening, the average speed is at 13.2 km/hr andthe average distance that can be covered in 15 minutes is 3.3 km

Police and senior civic officials in Bengaluru have previously attributed the worsening congestion to factors such as the lack of expansion of existing roads, rapid growth in the city’s vehicular population, metro works, and stalled infrastructure projects, such as incomplete flyovers.
