State to redesign teacher recruitment system

Changes in the Secondary Education Act passed during the Budget Session of the state Assembly has brought the recruitment process of secondary school teachers to a standstill.

Meanwhile,passing of the Gujarat Educational Laws (Amendment) Bill,2010 to conform to a Central legislation on mandatory education for children within the age-group of six to 14 years has led toa centralised recruitment process for teachers.

A system of inter-district transfers of secondary teachers is also coming up. The state Education Department has planned to reorient and redesign the system of teacher recruitment at both the primary and secondary levels.

Hansmukh Adhia,Principal Secretary,Education,said: “We are making a provision of centralised selection of teachers at the state level as against the earlier method of selection at the school level. The selected candidates will be allotted to districts by the GSHSEB (Gujarat Secondary and Higher Secondary Education Board) and the power will now rest with the government.”

He added: “While a number of complaints of irregularities in the recruitment process were reported earlier,the prescribed method of selection in the Act had restricted such a procedure before.”

Each primary school will now be required to have mathematics and science teachers in order to improve the quality of education.

Meanwhile,the shift of standard VIII from secondary to primary will require an addition of the grade in over 5,000 primary schools and also result in a large number of teachers becoming surplus at the secondary level.

“We will now be recalculating the workload of secondary teachers after change of rules,as students will reduce at the secondary level due to shift of VIII grade to primary. Teachers can also be temporarily transferred to primary without any changes in pay scale,” added Adhia.

No vacancy: All roads lead to employment exchange
School teachers in the state are a worried lot with no idea about future recruitment. This has been ascribed to changes in the Secondary Education Act,the near completion of the filling up of vacancies of 5,000 posts for primary school teachers,and the stalling of recruitment for secondary schools.

Now,many are lining up at the employment exchange hoping to get a job whenever opportunity arrives.

Meanwhile,the state Education Department has decided to redesign a Centralised recruitment process for all future recruitments. The recruitment for teachers will not be done through the employment exchange,specified Hansmukh Adhia,Principal Secretary,Education. Back at the university employment exchange,private and public school teachers have started registering themselves for over 1,500 expected vacancies in primary schools.

Sunil Chauhan (31),a high school teacher from a Gandhinagar-based Swaminarayandham International School,said: “I am teaching in a high school,but who doesn’t want a government job? With the Ministry of Human Resource and Development announcing 6-14 years experience mandatory,the secondary section would come under the primary section. This will require nearly 3,000 teachers in the primary section on an average. Post Gunostav,the state government has realised that it requires at least 1,500 teachers. Where will they get teachers from? Therefore,we have applied here at the university employment exchange.”

Like Chauhan,his wife is also applying for a government job with primary schools. There are several married couples lined up for the same. An official from the employment exchange said that they are getting several couples for these jobs,who are also willing to be transferred. Meanwhile,t he Education Department is working on new systems and rules for recruitment.
