State govt promotes 1997 batch inspectors to DSPs, overlooks class of 1993

The state government has been overlooking the state police’s need for more Deputy Superintendents of Police (DSP), leaving the 1993 batch of inspectors waiting for the promotion to DSP for three years. The state police have vacancy of as many as 130 DSPs and yet the promotions of this batch are being overlooked.

The state government had claimed the state police will get maximum hands at the officer level from the state with direct recruitment of DSPs. However, instead of promoting the 1993 batch, the attention of the government was on the new batch of directly-recruited 61 DSPs of the 2011 batch, who were inducted in the force in 2012.

As soon as the state government announced direct recruitments for Deputy SPs, the thrust of the government was to get more and more officers, specially women officers, at the deputy SP rank. The directly-recruited DSP of the 2011 batch has 21 women officers.

There are 74 inspectors in the unarmed division of the 1993 batch, who are right now posted across the state in district police, police training and intelligence units. They should have become deputy SPs in 2012, but are still working at police station level while the government promoted even 1997-batch inspectors of the armed division. An inspector of the 1993 batch posted in Gandhinagar, who wished anonymity, said, “The government is more keen on the directly-recruited DSPs and not on promoted DSPs. The direct DSPs are young and directly absorbed in the police force after their one-year training in Gujarat whereas we, who have spent more than 15 years on field, are ignored. Most of them are going to retire in a few months, but the fate of their promotion is still uncertain.”

This batch of 1993 inspectors holds importance for Gujarat Police as this is the first batch of inspectors recruited in the state after a 10-year freeze on recruitment that was brought by the state government after 1983. Another inspector posted in Junagadh training college, requesting anonymity, said, “The government has never paid attention to this batch. We even tried to talk to the state government. However, there is no forum for the DSPs to represent their issues of promotion, pensions, etc. We can only wait for the government to take a decision soon.” A senior officer from the state home department said, “The matter never came before us. The file is pending with the government, who has to give a go-ahead for the promotion of the batch. There is no issue of stalling promotions. The file is only awaiting clearance”.
