A delegation of the Congress leaders,including state party president Arjun Modhwadia and Congress Legislature Party (CLP) leader Shankersinh Vaghela,handed over a memorandum to Governor Kamla on Tuesday,requesting her not to give approval to the Gujarat Lokayukta Aayog Bill 2013 because it was completely ineffective in its present form.
The Congress leaders said Gujarat Lokayukta Act,1986,provided that the appointment of Lokayukta would be done by the Governor in consultation with the Leader of Opposition and the Chief Justice of the Gujarat High Court. This ensured Loklayukta would not be under the influence or obligation of the state government against whom he was assigned to conduct probe into corruption charges. So,the provisions of 1986 Act ensured that the Lokayukta would work independently and impartially.
But the new Bill had ben drafted in a way that the Lokayukta would not be independent,the memorandum said. There was always a possibility of the CM appointing a person who would be soft towards him and his ministers and hence,the entire institution of Lokayukta would just be a toothless institution,it said.
