The Gujarat High Court Thursday ordered the state government to reframe rules which govern the functioning of women’s shelter homes which have become outdated. The order has also directed the government to constitute a committee for this purpose.
The direction comes on a PIL, filed by NGO Peace and Equality Cell and Sahiyar, that sought to improve the living conditions of the inmates in shelter homes in the state. Justice Akil Kureshi and Justice A Y Kogje, after directing the state, scheduled the hearing post-summer vacation.
The HC was of the view that the rules governing such shelter homes were framed in 1964 and needed to be updated with the passage of time. The bench also asked the government to fill the post of regular superintendents by August 15.

It also ordered formation of a seven-member committee which will recommend new rules to the Gujarat government. The committee will have members from the state government and NGOs, among others. The PIL was filed following a detailed news report published by The Indian Express in 2014 on the condition of such homes after some women escaped from a shelter home in Odhav, Ahmedabad.
Earlier, the HC had directed to constitute a four-member committee to visit at least eight such homes in Ahmedabad, Surat, Rajkot, Vadodara, Godhra, Palitana, Chikhli and Bhuj. The committee was headed by principal secretary of Women and Child Development department.
