One principal for three colleges? GTU probes

The Gujarat Technological University (GTU) has launched an investigation in the allegations of a ‘ghost principal’ in a management and two pharmacy colleges after a report published by an academic inspection committee claimed that one Ranjan Ghosh was found to be the principal of the three colleges within a span of six months.

“The language of the report seemed to suggest that Ghosh was working simultaneously in all the three colleges,’’ said GTU registrar Gitesh Joshi adding that they called Ghosh for questioning on Friday. The registrar however refused to share any information regarding Ghosh’s questioning.

“We have also asked the managements of the three institutes to submit details of their appointments and staff register to verify the allegations. We will take action against him and the institutes in question,if it is proved with evidence that Ghosh worked simultaneously for all the three colleges,” said Joshi.

Under GTU service rules,no employee is allowed to work at more than one institute at a time.

GTU officials said such cases are common because the All India Council for Technical Education (AICTE) insisted on the appointment of adequate full-time staff. The officials further added that most of the institutes appointed principles for a month or two,during AICTE’s inspection. “They appoint the principal of another college on a high salary with the mutual understanding that the job appointment would only be for a month or two. If Ghosh worked as a ghost principal,he must have received a token amount from two colleges and a full salary from the one where he was legally employed as a full time principal,” said a GTU official.

“This malpractice will not continue for too long because the GTU itself will be conducting regular inspections to verify the staff strength” said Joshi. He however refused to divulge the name of the colleges in question. The accused,Ranjan Ghosh was not available for comment.
