Govt to replicate Surat’s ‘hawk eye’ scheme across state: Top cop

The “hawk eye” scheme of the Surat police to curb crimes in the city with the help of local hawkers has “impressed” the state government,which now plans to implement it across Gujarat,said Commissioner of Police Rakesh Asthanna on Tuesday.

The “hawk eye” scheme of the Surat police to curb crimes in the city with the help of local hawkers has “impressed” the state government,which now plans to implement it across Gujarat,said Commissioner of Police Rakesh Asthanna on Tuesday.

After taking the charge a few months ago,Asthanna had implemented the scheme. There are reportedly 3,200 police personnel to serve around 55 lakh population in the city.

“The government is highly impressed with the scheme and has decided to implement in different cities and districts,” he said.

Having done a homework on community policing in different postings earlier,Asthanna worked out some of the subjects and the idea cropped up in his mind and organised a meeting with hawkers and autorickshaw drivers at Varachha a few months ago. He asked them to be alert and informed police about the suspected activities they come.

The police department also contacted hawkers association and autorickshaw drivers association and had put a proposal to be a part of the hawk eye scheme and educated them about the scheme.

The Surat police also started registrations under the scheme and identity cards were issued to them.

There are around 45,000 autorickshaws plying on the road and even thousands of hawkers in the city. In last couple of months,the city police had started drive and till date,there are 865 hawkers and autorickshaw drivers were registered as “hawk eye members” police officials said.

Asthanna said,“These people remain on the roads and they see people around. We have made scheme in such a way that these hawkers have been divided as per police station wise. A single police constable will be in touch with with five hawkers or autorickshaw drivers.

We will also carry out zone wise meeting with the members to motivate these hawkers. With this,our information gathering system will be more effective and we will get more information. We want to create a bond between police and these people.”

General secretary of Gujarat Shramik Hawkers Sangathan,Aslam Cyclewala,said,“There are many hawkers who want to be the part of the scheme. These people are aware about the activities happening in nearby area but they are afraid of consequences. With this attempt their names would be hidden and the concerned policeman will only get the information.”
