Cong proposes hike of Rs 44.25 crore in civic budget

The Opposition Congress,in its amendment of 2009-10 Ahmedabad Municipal Corporation (AMC) budget,has suggested an increase of Rs 44.25 crore mainly for infrastructure improvement.

The Opposition Congress,in its amendment of 2009-10 Ahmedabad Municipal Corporation (AMC) budget,has suggested an increase of Rs 44.25 crore mainly for infrastructure improvement. It includes setting up of a general hospital and an Olympic standard swimming pool in new west zone.

Congress leader Surendra Baxi has also sought a separate budgetary allocation of Rs 50 lakh to be used by the Opposition Leader for development work.

Baxi said the party has suggested setting up of a modern hospital on the Sarkhej-Gandhinagar highway with an expenditure of Rs 4 crore in the first phase. An additional expenditure of Rs 82 lakh has been suggested for constructing toilets at subsidised rates under the 90:10 scheme,where the subsidy component will be 90 per cent.

He said the party had suggested development of 132-Feet Road on the lines of C G Road complete with street furniture.

It has sought a detailed survey of hutments up to 2008,like the one done in 1976,within six months.

Concessions on renting party plots for mourning; fixing responsibility of officials and contractors; taking action accordingly against the guilty; and quarterly review of the ongoing projects to keep track of and ascertain delay in implementation,are some of the suggestions given by the party.

The party has also asked the ruling party to be proactive in the levy of impact fee from people who had built houses illegally before 2000.

“The AMC should obtain necessary permission from the state government to amend rules for the levy of impact fee,as it is in a limbo,” Baxi said.

Special concessions have been sought in property tax levy from diamond workers,whose families should be offered free medical facilities as well,the party has suggested. It has asked the AMC to remove vacant land tax and make good the loss due to this by recovering past dues in other taxes.

The party also made amendments in budgets for V S Hospital (up by Rs 2.37 crore),M J Library (up by Rs 33 lakh),Municipal School Board (up by Rs 4.58 crore) and AMTS.

Baxi said the budget suggestions included setting up of flea markets in each of the six zones and vegetable markets in every ward at a cost of Rs 1.50 crore,and to comply with the National Policy for Urban Street Vendors,2004,as per Supreme Court guidelines.
