The Director of Primary Education (DPE) had started with good intentions payment of salaries to Bal Mitra teachers through cheques signed by municipal school principals. However, some officials in the Municipal School Board are allegedly brow-beating these principals to hand over blank salary cheques to them instead of the teachers.

Some principals complained that certain central resource coordinators (CRS) in the municipal school board have threatened them to hand over the cheques to them or face consequences.

These CRCs are also allegedly found threatening Bal Mitra teachers that if they did not share their salary with them, their performance report would be “taken care of”,said a principal working in the east zone.

There are over 700 Bal Mitra teachers in Ahmadabad who are preparing children through informal education to become eligible for joining the mainstream education system at a later stage. These teachers have not received any salary from the Board because no money was released from DPE since August except once.

“Now that we are hearing that salaries to them will be released in near future, some officials, including some CRCs,are asking principals to hand over blank cheques,” said a principal.

“STP schools run under the DPE and the school board staff are not concerned with pay except for some supervision by CRCs of the zone concerned. Why are they involving principals in disbursal of salaries under their signature? Why not issue salaries directly to the Bal Mitra teachers?” said a principal, adding that he has received threats from an officials.

He said that following protests, the CRC concerned said he and other CRCs had received an SMS from a higher official that all CRCs should hand over the cheques to him.

While school board chairman Dr Jagdish Bhavsar said he was not aware of such a development,Administrative Officer of the Board Dr Lagdheer Desai said he would try and find out details and catch the culprits. “I will conduct an inquiry into the incident and see that the guilty are punished,” he said.
