150 Gujarat teachers face action for ‘poor’ results

Some lose increments,some transferred to other districts

Holding state government teachers responsible for the “poor” Class X state board results this year,the education department has identified and taken action against 150 secondary teachers from 118 government schools across 27 districts that scored less than 30 per cent result.

Penalty meted out to these teachers in both terms of monetary as well as disciplinary action. While three to five increments of these teachers have been held back,many have already been transferred out from their home districts,some also served warnings. These steps have been taken after due hearing sessions by all the concerned district education officers (DEOs).

“After analysis of results across 27 districts,not by districts or schools but by individual teachers,the department had identified nearly 150 teachers against whom strict action has been taken. Before taking any action,due hearing was given to all and a chance to make their representation,” said Commissioner of Schools C V Som.

Out of these 150 teachers majority are subject teachers of Mathematics,Science and English,while there were also a few subject teachers of Social Studies and Languages. The districts where transfers have been made include Surendranagar,Ahmedabad,Gandhinagar,Kutch and Bhavnagar.

In the follow up of remedial action against low results in June,the education department ordered all the DEOs to identify teachers under whom students have scored less than 30 per cent in Class X and accordingly serve showcause notices to them seeking explanation.

This is for the first time,such an action has been taken by the education department. The showcause notice also mentioned to take a legal action under Gujarat Civil Service (Behaviour) Rules 1971 and Gujarat State Service (Discipline and Appeal) Rules 1971.

As it was observed that since the introduction of grades that were replaced by marks in both secondary and higher secondary level by the education department in 2011,Class X Gujarat Secondary and Higher Secondary Education Board (GSHSEB) result was the lowest,this year (academic session 2012-13). Thus,school and teachers results of last three academic session was analysed before preparing any case against concerned teachers.

The premise of action against 150 teachers,was not only last three years secondary results,but also their teaching hours. The education department directed the DEOs to also take a note of teaching days,on not one year but last three years,undertaken by the identified teachers.
