Finance Ministry announces PPP project pipeline of Centre, states for 3 years

In line with the announcement made in Union Budget 2025-26, the Department of Economic Affairs (DEA), Ministry of Finance on Tuesday said it has created a three-year Public Private Partnership (PPP) project pipeline covering 852 projects across Centre and states with a total project cost of over Rs 17 lakh crore.

Of the total 852 projects, 232 PPP projects with project cost of Rs 13.15 lakh crore would be undertaken by eight central departments and infrastructure ministries, while 620 projects worth Rs 3.84 lakh crore will be executed by 20 states and Union Territories.

Of the projects listed under central infrastructure ministries, the highest number — 108 projects — are to be undertaken by the Ministry of Road Transport and Highways with the total project cost of Rs 8.77 lakh crore, followed by Ministry of Power with 46 projects and Rs 3.4 lakh crore project cost and 29 projects under Department of Water Resources, River Development and Ganga Rejuvenation with cost of Rs 12,254 crore. The Ministry of Ports, Shipping and Waterways will carry out 22 projects with a cost of Rs 37,644 crore, while the Ministry of Railways will undertake 13 projects and a project cost of Rs 30,904 crore.

The Ministry of Civil Aviation will undertake 11 projects with a project cost of Rs 2,262 crore, while the Department for Promotion of Industry and Internal Trade has 2 projects with a cost of Rs 6,646 crore. The Ministry of Petroleum and Natural Gas will undertake one project with an estimated expenditure of Rs 8,743 crore.

Among states, the highest number  — 270 projects — will be undertaken by Andhra Pradesh at an estimated total project cost of Rs 1.16 lakh crore, followed by Uttar Pradesh with 89 projects at a cost of Rs 11,519 crore and Tamil Nadu with 70 projects and Rs 87,640 crore cost. Jammu & Kashmir will undertake 57 projects at a cost of Rs 21,374 crore, while Madhya Pradesh will have 21 projects with Rs 65,497 crore cost.

The pipeline provides early visibility of potential PPP projects to enable investors, developers and other stakeholders to undertake more informed planning and investment decisions, the Finance Ministry said in a statement.

In her Budget speech on February 1, 2025, Union Finance Minister Nirmala Sitharaman had said each infrastructure-related ministry will come up with a 3-year pipeline of projects that can be implemented in PPP mode. States will also be encouraged to do so and can seek support from the IIPDF (India Infrastructure Project Development Fund) scheme to prepare PPP proposals, she had said.

Then Expenditure Secretary Manoj Govil had in February 2024 said that the idea behind this project pipeline was that each department should have a shelf of projects, which they can think about and start implementing over the next three years. “They should not bring the projects in one go or sporadically, but think about their sector and prepare a pipeline of projects which can be funded over the next few years,” he had said.
