The finance ministry on Tuesday constituted an empowered committee comprising officials from ministries including women and child development, home affairs, road transport and railways to approve schemes proposed under the Nirbhaya Fund.

Earlier in April, the government had issued guidelines for utilising the fund wherein the ministry of women and child development was made the nodal authority for various proposals and schemes to strengthen safety and security of women across the country.

“The members of the empowered committee may nominate an officer not below the rank of joint secretary as his representative to the committee… The empowered committee will take decision on the sanction of schemes/projects from Nirbhaya Fund within l5 days of the date of receipt of the proposal by the ministry of women and child development. It will ensure that projects which are currently being implemented as pilots and are subsequently to be implemented in other states, need to have some component of funding by respective state governments,” an office memorandum said.

Earlier in the Budget 2014-15, the government had announced the schemes for back-end integration of distress signal from victims with mobile vans and control rooms administered by the ministry of home affairs and for women safety on public road transport.

In the current fiscal, the government allocated a sum of Rs 1,000 crore for the Nirbhaya fund.
