The government is set to initiate more frequent surveys, on a quarterly as well as an annual basis, on employment and unemployment in the country.
According to the plan, the ministry of statistics and programme implementation will carry out an annual estimate of employment and unemployment at an all-India level as well as for the rural economy. It will also work out quarterly estimates based on limited parameters to measure employment growth in the urban economy. “Based on the pilot of the Periodic Labour Force Survey that was carried out earlier, the design and conceptual side of the surveys have been finalised. The ministry is now finalising the logistics of this huge exercise,” said a senior official
The National Sample Survey Organisation is expected to carry out these surveys, likely to start later this year. The new surveys would bridge a wide deficit in the country’s statistical bank, which does not have any regular data on employment growth. At present, employment data comes from two main sources — the NSSO and the labour bureau.
While the NSSO carries out a quinquennial survey of employment and unemployment across the country as part of its household soci-economic survey, the labour bureau under the ministry of labour and employment has been carrying out quarterly surveys on job losses in eight specific sectors since 2009 as well as an annual all India employment survey since 2010-11.
The ministry of statistics and programme implementation carried out pilot preiodic labour force surveys between July 2011 and June 2013. The PLFS surveys were carried out based on recommendations of the Amitabh Kundu committee to establish a framework to collect and disseminate monthly or quarterly labour force data at national and state levels in urban areas.
