The Desistance and Disengagement Programme (DDP) has been running since October 2016 as part of UK's wider counter-terrorism strategy named Contest and is aimed at all terrorism and terrorism-related offenders released from prison or those returning from war-zones.
"A meeting of senior police officials was held and they have apprised me of the prevalent situation. The Vidhan Bhavan (Legislature building) and Mantralaya (the secretariat) are the top most targets of terrorists," state Legislative Council Chairman Ramraje Nimbalkar said.

Udhampur/Mandi (Himachal Pradesh), Feb 22 (ANI): The last rites of Captain Tushar Mahajan, who was martyred while fighting the terrorists at Pampore in Jammu and Kashmir, was performed with full military honours in Udhampur on Monday. Captain Mahajan was injured on Friday when he was leading a team to smoke-out the terrorists holed up inside a building near Srinagar. He succumbed to the injuries at 92 Base Hospital last evening. Meanwhile, last rites of Havaldar Raj Kumar Rana were performed by his daughter in Mandi, Himachal Pradesh.
Pampore, Feb 22 (ANI): The gunfight between security forces and terrorists underway in Pampore, Jammu and Kashmir, entered the third day on Monday with the death toll reaching to seven, including one terrorist. The terrorists are holed up inside the multi-storeyed government complex of Entrepreneurship Development Institute (EDI) on the Jammu- Srinagar National Highway. The entire area has been cordoned off as security forces are engaged heavily with the terrorists.
Pampore (Jammu and Kashmir), Feb 21 (ANI): A fire broke out at the Entrepreneurship Development Institute (EDI) building in Jammu and Kashmir's Pampore area, from where nearly 100 people had been evacuated to safety following an encounter between security forces and terrorists. An Army Captain was among two army personnel who lost their lives on Sunday, taking the death toll to five in the two-day operation. According to police officials, the operation might be prolonged as militants seem to be heavily armed.
Haridwar, Jan 21 (ANI): Security has been beefed up at the Ardh Kumbh Mela in Varanasi after four suspected terrorists who were allegedly planning to launch an attack at the mela were nabbed on Wednesday. Thousands of Hindu devotees are seen thronging banks of Ganga. The police are using latest technology and equipments to monitor the activities in Haridwar. Meanwhile, a suspicious bag has been found at Haridwar Railway Station gate and is being inspected by the police.
Jakarta, Jan 15 (ANI): At least three terrorists have been arrested in connection with the series of explosions in Jakarta, but confusion remains about the actual number of perpetrators and victims involved. Three terrorists were also killed in the attack. The death toll in the aftermath of the explosions is yet to be known.
Mumbai, Jan 13 (ANI): Shiv Sena leader Manisha Kayande on Wednesday said that Pakistan is governed by its military and accused the Pakistan military of giving shelter to terror camps. She further stated that Pakistan government has no control on the country’s situation. Kayande said that the attack on Indian consulate Mazar-e-Sharif was a matter of grave concern. She believed that international pressure is required over Pakistan in order to prevent it from shielding terrorists.
Amritsar, Jan 12 (ANI): Rubbishing former Pakistan president General Pervez Musharraf's remark that India was overreacting on the Pathankot terror attack, Congress leader Captain Amarinder Singh on Tuesday said that India will react as they are not superfluous who can be shot by the terrorists. Singh further stressed the need for continuation of talks between the two countries, saying regular communication is the only way to establish peace and stop terror attacks.
