The Collegium, which met on July 21, has approved the proposals to appoint Justices V G Arun, N Nagaresh, T V Anilkumar and N Anil Kumar as Permanent Judges in Kerala High Court. They are now Additional Judges in the high court.

The new Collegium will now comprise of Chief Justice of India SA Bobde, NV Ramana, Arun Mishra, Rohinton Nariman and R Banumathi. The last and only woman judge in the Collegium was Justice Ruma Pal, who retired in 2006.

Earlier this month, the collegium had passed a resolution reiterating its recommendation to elevate justices Bose and Bopanna to the apex court, observing that nothing adverse has been found regarding their competence, conduct or integrity.

On April 12, the Collegium, also comprising Justices S A Bobde, N V Ramana, Arun Mishra and R F Nariman, had cleared the names of Justices Bose and Bopanna for the Supreme Court. The Centre, however, returned the file to the Chief Justice of India for reconsideration.

The recent decision of the Collegium to inexplicably replace two high court chief justices selected for elevation has reaffirmed my long-standing concerns about the methods of working of the Collegium.
