Kerala was declared ODF long before the central government started its national scheme. If you see the numbers of Kerala from the government’s reply, there was no sanitation initiative in Kerala as it was not required.

According to parameters of the Swachh Bharat Mission, any urban local body can declare its wards ODF if there is provision for toilets within 500 metres of slum settlements and one toilet each in the commercial area within a distance of 1km.
