Gopal Rai said that implementation of higher wages had been delayed for years due to reasons such as objections raised by former L-G Najeeb Jung, and later by the HC order of not taking “any coercive action” against those not paying minimum wages to workers.
The Supreme Court observed that the national capital enjoys special status and is not a full state. Hence, the status of L-G is not that of a Governor.
The tussle between the Delhi CM and the L-G had started after Kejriwal took office for the second time in 2015. Najeeb Jung was the Lieutenant-General of Delhi then. Jung, however, resigned and Anil Baijal took over but the power struggle continued.
As per news agency ANI, Anil Baijal’s name has been proposed for the post.
Jung also indicated his unhappiness with the AAP government of Delhi, underlining that he had “distinct disagreements” with the latter.
Najeeb Jung had a bitter and acrimonious relationship with chief minister Arvind Kejriwal over matters of appointment of bureaucrats and effecting new legislation.
In the letter to Union Home Secretary, Jung says that in his absence, Delhi Chief Secretary would keep in touch with him about important developments.
It came as a surprise for the Home Ministry officials that Jung has decided to put in his papers without giving any hint in advance.
According to a press release issued by Raj Bhawan, the former IAS officer and former vice chancellor of Jamia Milia University will return to academics.
“The appointment is unconstitutional and against the order of Delhi High Court and DCW Act,” Kejriwal said in his recommendation.

Jung on Tuesday held a review meeting on condition of air pollution which was attended by PWD minister Satyendar Jain, Environment minister Imran Hussain and others.
