In a show-cause notice, issued to state chief secretary Anil Mukim on January 5, the NHRC sought an explanation why the victim’s next of kin not be paid an interim compensation of Rs 3 lakh under provisions of the Protection of Human Rights Act, as his rights were violated by “delinquent jail officials”.

The six accused policemen-- the then police inspector of Fatehgunj police station DB Gohil, police sub-inspector DM Rabari and Lok Rakshak Dal jawans Pankaj Mavjibhai, Yogendra Jilansinh, Rajiv Savjibhai and Hitesh Shambubhai – surrendered before the State CID on Monday, according to officials.

The car -- a Maruti Suzuki Swift -- belongs to head constable Mahesh Ramesh Rathwa, attached to the same police station, who was present when the six accused policemen thrashed the victim, 65-year-old Babu Nisar from Kamareddy district in Telangana, in custody.
