If the Govt. planned it properly and allowed the Account holders to deposit onetime with the money they have with them and make them withdraw with restrictions as of now through ATMs might have helped to avoid the crowds at the Bank Branches every day for the deposits and withdrawal of various denominations that are available with the Banks. For those who do not have Debit Cards the Branch know the records of such persons and allowed them to withdraw through cash as was done earlier and by issuing tokens to them for withdrawal !!!
