Naidu said the central government is very clear that there was a constitutional breakdown in Uttarakhand because the Appropriation Bill was not passed in the Assembly.
The GST Bill, which seeks to replace a slew of central and state levies with a uniform rate, was passed by Lok Sabha in May and is pending ratification by Rajya Sabha.
“Decentralisation does not mean from Centre to state alone, but it has to be a transition from state to local bodies as well. We will move in this direction in the future,” M Venkaiah Naidu said.
Speaker Sumitra Mahajan wrote a letter to Urban Development Minister M Venkaiah Naidu in December last year to construct new building of Parliament in place of the present Heritage Grade-I building, which “has shown signs of distress and over utilisation”.
“The earlier government tried to harass BJP leaders. They wanted to implicate the CM at that time and they’ve harassed my party president,”said M Venkaiah Naidu.
Finance Minister Arun Jaitley said in the meeting that the economic growth of 7.4 per cent in the last quarter was a positive sign for the country and will help the government take development to the poor.
“There is some amount of intolerance in the society, in different areas. That has to be identified, it has to be localised, it has to be dealt with firmly,” said Naidu.
“Kharge ji, aao na, haat milaiye (Mr Kharge, come, let’s shake hands),” he said, as the PM turned and smiled at Kharge. When Kharge hesitated, Naidu repeated his request.
The minister refused to take a definitive position on the Congress’s suggestions on the GST Bill, saying such postures only created complications.

Naidu said cleaning the entire country was like shaving beard — something that had to be done on a regular basis.
Naidu also hailed the RSS as a nationalistic organisation and said the BJP is in regular touch with it and other bodies such as the ABVP.
Parliamentary Affairs Minister M Venkaiah Naidu tried to spin the issue around by drawing attention to the disruptions in the House.
Naidu handed over the possession of 1,568 one-room small flats to several beneficiaries of the slum rehabilitation scheme at Mauli Jagran.
The scheme proposes housing for all by 2022 to coincide with the occasion of 75 years of India’s independence.
